A transitive verb as indicated with ‘vt’ in the dictionary is always followed by an object.  An intransitive ‘vi’ is not followed by an object.

[S]finite verb vi + (O) + to be F4 ….

He hopes to complete the project as soon as possible.

He hopes the project to be completed as soon as possible.
